Most pricing pages quote a single figure: the Meta fee per delivered message. It is the cheapest part of any WhatsApp campaign. The real cost depends on how many messages actually arrive, what your platform charges on top of Meta, how many customers reply, and how many hours your team spends answering them. This guide builds the budget line by line, in euros and under Spanish and EU rules, so you can plan before you press send.
What Meta charges for marketing messages in Spain
Since Meta moved to per-message billing, the WhatsApp Business Platform charges per delivered message rather than per 24-hour conversation. Rates are set per market and per template category, and Spain sits in a higher band than many other European markets. Marketing templates cost more than utility or authentication templates because recipients have not requested them.
As a working assumption for planning, a marketing template delivered in Spain costs roughly €0.06 to €0.08. On 10,000 delivered messages that is €600 to €800 before tax. Meta revises these rates periodically, so always confirm the current figure in the official rate card before you commit a budget or quote a client.
Why you will not pay for all 10,000
You are charged only for messages that are delivered. If 10% fail, the Meta fee falls with them, but so does your reach. A lower invoice is not good news when it means 1,000 customers never saw your offer. The usual causes of failure are worth knowing:
- Per-user marketing limits. Meta caps how many marketing templates one person can receive from all businesses in a given period. When a contact hits the cap, your message fails and you are not charged.
- Messaging tier limits. A new phone number can only message a limited number of unique contacts per day. Tiers typically start at 250 and scale to 2,000, 10,000, 100,000 and unlimited. At the 250 tier, 10,000 contacts would take 40 days; at 2,000 it takes five days. Plan your launch around your current tier, not around your list size.
- Invalid, inactive or opted-out numbers. Old lists accumulate both. Under the GDPR and Spain's LOPDGDD, you also need a lawful basis and a clear opt-in before sending marketing messages, so a purchased list is both a deliverability problem and a compliance risk.
What your platform adds on top of Meta
Most businesses in Catalonia work through a business solution provider rather than integrating with Meta directly. Providers charge a monthly plan fee, a per-message markup, or both, and the all-in price is often hard to find on a pricing page. Ask for the complete per-message cost in writing, with and without VAT, and confirm how replies and service messages are billed.
For a PrestaShop or WordPress store in Barcelona, Lleida, Tarragona or Girona, the platform layer is where the real differentiation sits: abandoned cart triggers, order confirmations, shipping updates and post-purchase follow-ups. A cheap sender that cannot connect to your catalogue will cost more in manual work than it saves in fees.
The full budget for 10,000 contacts
The scenario below uses assumptions you should replace with your own figures:
- 90% of messages delivered (9,000).
- 5% of contacts reply, producing 500 conversations.
- Each conversation takes about four agent messages and ten minutes of staff time.
- Staff time is valued at €20 per hour, fully loaded.
- A platform plan of €49 per month for a lower case, or €99 per month plus €0.01 per message for a higher case. These are illustrative, not quotes.
In the lower case, 9,000 delivered marketing messages at €0.07 cost about €630, plus €49 for the plan and roughly €20 for replies beyond any free allowance. That is €699 before VAT, or about €846 with 21% Spanish VAT. In the higher case, the same messages cost about €720, plus €99 for the plan and €20 for replies, giving €839 before VAT and roughly €1,015 with VAT.
Then add the line most budgets forget: staff time. Five hundred conversations at ten minutes each is around 83 hours, or roughly €1,660 at €20 per hour. The all-in cost lands near €2,500 in the lower case and €2,675 in the higher case, or about €0.25 to €0.27 per contact. If your reply rate doubles to 10%, staff time alone reaches €3,320, and labour becomes larger than every messaging fee combined.
Payment, compliance and local practicalities
Budget for the checkout side too. If the campaign drives customers to pay, your gateway matters: Redsys for cards through most Spanish banks, Stripe for international cards and subscriptions, and Bizum for the fast mobile payments Spanish customers now expect. Each carries its own fees and settlement times, and Bizum in particular lifts conversion on low-ticket offers.
Compliance is not optional. Document your opt-in, keep a record of consent, honour withdrawal requests immediately, and make sure your privacy policy names WhatsApp as a processing channel. Under the GDPR and the LOPDGDD, an unsolicited marketing blast to a scraped list can attract fines far larger than the campaign budget.
How to keep the budget under control
- Segment your list and send to the people most likely to convert, rather than to all 10,000.
- Use utility templates for order and shipping updates, and reserve marketing templates for genuine offers.
- Automate first-line replies with quick answers and a chatbot, so agents handle only qualified conversations.
- Track cost per conversation and cost per sale, not cost per message. The last one flatters every campaign.
Plan for roughly €850 to €1,100 in cash costs and €1,600 to €3,300 in staff time for a 10,000-contact campaign in Spain. The message fee is the smallest line. The replies are where the value, and the cost, actually live.
