If your business in Catalonia uses WhatsApp to answer customers, send order updates or run automated conversations, your Meta costs changed on 1 October 2026. Until 30 September, free-form replies inside WhatsApp's 24-hour customer service window carried no Meta charge. Since 1 October, Meta bills those replies once you pass 1,000 a month on a business phone number. Utility templates sent inside that window are now billed too.
For a business with a handful of chats a day, this is a rounding error. For a team handling thousands of conversations, it is a new line in the budget. This guide explains what changed, what it costs at Meta's Spain rates in euros, and how to keep spending under control without making your customer experience worse.
The short version
- The first 1,000 service messages per business phone number each month are free. After that, each costs €0.06 before VAT and provider fees.
- Utility templates, such as order and delivery updates, are chargeable even when the 24-hour window is open.
- Marketing messages stay at €0.07 each.
- Messages your customers send to you are not billed.
- Without a payment method on file, Meta stops delivering service messages.
- Accounts billed in Spain must move to EUR billing by 31 December 2026.
These changes apply to the WhatsApp Business Platform, commonly called the WhatsApp Business API. They do not affect the regular WhatsApp app or the WhatsApp Business app. If you are not sure which one you are on, ask your provider or check your Meta Business Suite settings.
What changed on 1 October 2026?
Some messages that used to be free now carry a charge. Here is how each type is treated.
- Service messages (free-form replies inside the 24-hour window): the first 1,000 per business phone number each month are free. Additional delivered messages are charged.
- Utility templates (order updates, delivery notifications): now chargeable even when the 24-hour window is open.
- Authentication messages (OTPs, verification): no change. Charged at the authentication rate.
- Marketing templates: no change. Charged at the marketing rate.
- Messages from customers: not charged.
The free allowance is counted per phone number, not per business. A company running three numbers gets 1,000 free service messages on each.
What Meta charges in Spain
These are Meta's base rates for messages delivered to Spanish numbers. They exclude 21% VAT (IVA) and any fee your solution provider adds.
- Service (free-form replies to customers): €0.06 after the monthly free allowance.
- Utility (order updates, delivery and transaction notifications): €0.06.
- Authentication (OTPs and account verification): €0.06.
- Marketing (promotions, launches and offers): €0.07.

With VAT, a utility message costs about €0.073 and a marketing message about €0.085. Category matters at scale. Delivering 10,000 marketing messages costs €700 in base Meta charges. The same number of utility messages costs €600. The purpose of a message decides its category, and the category decides your bill.
One more layer: most businesses reach the API through a solution provider, and providers add their own platform fees. Some list higher all-in per-message prices for that reason. Ask yours for a breakdown that separates Meta's charge from theirs. Our guide to choosing a WhatsApp Business API provider in Spain covers how those fees are usually structured.
How the change affects day-to-day operations
The impact depends on how you use WhatsApp. Here are the four places it shows up most.
Customer support now has a volume cost
A customer asks about an order, gets an answer, asks a follow-up and then changes their delivery slot. Every outbound reply is a service message.
Say one number sends 4,000 service messages in a month. The first 1,000 are free, so 3,000 are billed: €180 before VAT and provider fees, or about €218 with VAT. That is small on its own. Now consider a support team handling 20,000 conversations a month at four replies each. That is 80,000 messages, of which 79,000 are billed: €4,740 before VAT, or about €5,735 with VAT. That is a real cost that did not exist in September.
Order updates are no longer free
Utility templates sent inside the 24-hour window used to be free. Now they are charged at the utility rate. A retailer in Lleida sending 15,000 delivery notifications a month will pay €900 before VAT, or about €1,089 with VAT. For an e-commerce operation, that is a line item worth planning for.
Marketing budgets need a closer look
Marketing messages were already charged, and the rate has not changed. But with service and utility messages now billed, the total WhatsApp line in your budget will rise. Businesses that previously ignored WhatsApp costs because 'replies were free' need to revisit their assumptions.
Payment method is now mandatory
Without a payment method on file, Meta stops delivering service messages. If your account is managed by an agency or provider, confirm who holds the payment method and what happens if a card expires. A lapse in billing can silence your customer support channel overnight.
Five ways to keep WhatsApp costs under control
- Audit your message categories. Make sure promotional content is not being sent as a utility template, and that utility templates are genuinely transactional. Misclassification inflates your bill.
- Use the free allowance wisely. Route low-value automated replies through other channels (email, web chat) and reserve WhatsApp service messages for conversations that need them.
- Reduce back-and-forth. A well-designed template or a clear automated flow can resolve a query in one message instead of four. Fewer messages mean lower costs.
- Consolidate phone numbers. The free allowance is per number. If you run multiple numbers for the same team, consolidating them may increase your free allowance utilisation.
- Negotiate provider fees. Meta's rate is fixed, but provider markups vary. Ask for a transparent breakdown and compare providers serving Barcelona, Tarragona and Girona.
Compliance reminders for Catalan businesses
WhatsApp marketing in Spain must comply with the GDPR and the LOPDGDD. You need a lawful basis for processing, clear information about how data is used, and an easy way for customers to opt out. Meta's own policies also require opt-in for marketing templates. If you use WhatsApp for payments, remember that Bizum, Stripe and Redsys are common gateways in Spain; make sure any payment link you send is secure and compliant.
The October 2026 changes are not dramatic for every business, but they reward those who plan. Review your message volumes, check your provider contract and adjust your flows before the next billing cycle.
